THE GOVERNMENT WILL WORK FOR BETTER EFFECTIVENESS IN THE STATE ADMINISTRATION THROUGH INTERNAL ORGANIZATION OF THE PROCESSES

Increase in the quality of the work of the state administration is the main goal of the project for the introduction of shared services, which was presented at the Council of Ministers. “The better effectiveness in the work of the state administration requires a change in the internal organization of the processes. There are similar activities – audit, archive, training, maintenance – which should be centralized. This way we will achieve better quality, unified standards, and savings on the expenditure. We follow the best world practices.” This was said by the Deputy Prime Minister Tomislav Donchev at the presentation of the project “Introduction of the principle of shared services in the organization and work of the central administration”.

The permanent representative of the World Bank to Bulgaria, the main implementer of the project, Tony Thompson confirmed the readiness of the Bank to continue its support for the efforts of the Bulgarian government for a better effectiveness of public services.

The analysis and the models suggested by the World Bank for the organization and management of the processes in the administration will be utilized for improvement of the legislation and the regulations for shared services. Krasimir Bozhanov, Director of Directorate “Administrative Modernization” clarified at the Council of Ministers that implementation standards and monitoring and evaluation indicators will be developed.

By the middle of October it is expected that the Council for Administrative Reform will determine the two entities within the central administration where the pilot projects for shared services will be realized – in the fields of human resources management and financial-commercial activities. The team of the Bank will present the government with an analysis of the state, the management, the financial condition and the social effectiveness of the recreation facilities of the administration and recommendations will be given for the improvement of their work, added Deputy Prime Minister Tomislav Donchev.

The project is implemented in realization of the goals of and with funding from the Operational Program “Good Governance”. The beneficiary is the administration of the Council of Ministers.
