“NATO must make sizeable investment in capabilities and have a clear vision and an efficient strategy, in addition to a realist approach to the challenges that we are facing.” The statement was made by Prime Minister Rumen Radev before his meeting with NATO Secretary General Mark Rutte in the Belgian capital. The Prime Minister emphasized that a well-balanced set of capabilities is needed to strengthen Bulgaria’s national defense potential and to contribute to the overall defense capabilities of the Alliance.
The Prime Minister pointed out that Bulgaria is investing in a large-scale modernization program for the Bulgarian Army: the program started with F-16 Block 70 fighters, „Stryker“ armored vehicles and new multi-role modular combat vessels. Rumen Radev stressed that some of the projects had been made and assembled in Bulgaria and this demonstrates the reliable abilities of the Bulgarian defense industry. Further, the Prime Minister said that other projects included on the SAFE instrument are about to be implemented.
Rumen Radev noted that Bulgaria consistently meets its commitments as an ally and has reached a level of its defense spending of 2% of the GDP in addition to a pledge to increase it step by step.
In his statement, the Prime Minister underlined, inter alia, the need to overcome the fragmentation in the European defense industry by closer coordination and employment of both NATO and European Union instruments. Rumen Radev mentioned investment in human capital as a strategic priority. Further, the Prime Minister stressed the importance of setting commonly valid standards to attract, retain and motivate for a military career as he said that the human resource is the most important resource in any defense operation.
For his part, NATO Secretary General Mark Rutte stressed the significance of Bulgaria as an important ally in the Black Sea region and noted the country’s contribution to the strengthening of NATO’s collective defense. Emphasis was laid on Bulgaria’s strategic role in security in the Black Sea and on hosting the NATO multinational battlegroup on Bulgarian territory. Recognition was given of Bulgaria’s contribution to international missions and operations of the Alliance, including the country’s involvement in the KFOR in Kosovo.
Mark Rutte pointed out that the development of the Bulgarian defense industry helps strengthen the defense capabilities of the Alliance. Emphasis was placed on the positive economic impact of investment in the sector, including the creation of jobs and the promotion of economic growth.
