BULGARIA STRENGTHENS ITS COOPERATION WITH THE OECD THROUGH AN ACTION PLAN

As part of Bulgaria’s efforts to increase and structure its cooperation with the OECD and to contribute to the public policy and the reform programme in the state, Prime Minister Boyko Borissov presented an action plan to the Secretary General of the OECD Ángel Gurría.

 

The action plan of Bulgaria paves the way for further involvement in a number of OECD activities and identifies a number of policy areas, in which the OECD experts will work with Bulgarian representatives to strengthen public policy and the strive towards successful reforms.  

 

Prime Minister Borissov presented the action plan during a bilateral meeting with Mr. Gurría in Poznan, Poland, within the framework of the Berlin Process for the Western Balkans Summit meeting, 4-5 July.    

 

“The activities outlined in the action plan will give Bulgaria access to key information and recommendations for developing and strengthening the reforms programme in favor of a strong, inclusive and stable growth. This is Bulgaria’s plan, based on Bulgaria’s priorities. We are committed to share our experience and the best OECD practices, so we can help Bulgaria advance its reform programme and move closer to the OECD standards,” said Mr. Gurría.

 

Prime Minister Borissov reminded, that the Action Plan consists of “21+” policy areas, which will support the key priorities of the reform in Bulgaria in the fields of economic policy, investments, financial affairs, fiscal issues, budgeting and public spending, corporate management and state-owned enterprises, science and innovations, education, digital economy, consumer protection policy, trade, development, tourism policies for sustainable and inclusive growth, agriculture, fight against corruption, employment and social entrepreneurship, environment and climate change, statistics, public governance and regional development,  healthcare and competition.

 

During the action plan’s implementation, the OECD will conduct a number of policy reviews in different areas of the Bulgarian economy and will provide concrete recommendations based on OECD’s best practices. This will include an OECD economic review in Bulgaria, and an overview of public governance and investment policy, for example. In addition, Bulgaria intends to adopt and implement several international standards, including the OECD Codes of Capital Movement Liberalization and the ongoing invisible operations, while increasing its participation in the OECD Committees on corporate governance, digital economy policy and public governance.
