Lyudmila Petkova - Deputy Prime Minister and Minister of Finance

Mrs. Petkova has a Master’s degree in Economics and Trade Management from the University of National and World Economy (UNWE) in Sofia. She has specialisations in International Accounting Standards from the UNWE Institute for Postgraduate Studies and in European Law and Administrative Practices from the New Bulgarian University.

Mrs. Petkova has professional experience of more than 30 years in accounting, tax control, tax policy and public finance management. She worked at the National Revenue Agency for 15 years where she held various expert and managerial positions, including Deputy Director and Director of the Large Taxpayers and Insurers Territorial Office and of the Medium Taxpayers and Insurers Territorial Office in Sofia.

She has been a Director of the Tax Policy Directorate of the Ministry of Finance since April 2010. She took the position of Deputy Minister of Finance responsible for budget, taxes, the National Revenue Agency, the Customs Agency and the Tax Policy Directorate in the Ministry of Finance in the following periods: 2013 – 2014, September – December 2021 and August 2022 – June 2023.

She has been a member of the Supervisory Board of the National Health Insurance Fund twice and was its Chair in the 2013 – 2014 period. She has had long international experience related to the activities of working groups and committees of the European Commission, the Council of the EU and the OECD Committee on Fiscal Affairs. 

During the Bulgarian Presidency of the Council of the EU (January – June 2018), she chaired the High-Level Working Party (Taxation) and the Working Party on Tax Matters to the Council of the EU.

She served as Vice-Chair of the Code of Conduct Group (Corporate Taxation) to the Council of the EU from July 2017 to June 2018 and as its Chair from 2019 to 2023. Since 2017 she has been a general member of the Executive Bureau of the Working Party on Tax Policy and Tax Statistics to the OECD Committee on Fiscal Affairs. She is also a member of the OECD Inclusive Framework on the Base Erosion and Profit Shifting (BEPS) Plan and of the OECD Global Forum on Transparency and Exchange of Information for Tax Purposes.

She is fluent in English and in Russian.
