Ivaylo Ivanov graduated from the Economic Academy “Dimitar Tsenov” in the city of Svishtov with a Master's degree in finance and credit in 1993. In 2008, he graduated with a Master's degree in law from Southwestern University Neofit Rilski in the city of Blagoevgrad.
In the period 2003-2016, he worked at the Agency for Social Assistance. Until September 2009, he was Deputy Executive Director, and then he was appointed Executive Director. From June 2016 to September 2017, he held the post of Deputy Minister of Labor and Social Policy and was responsible for policies on unemployment protection, employment promotion, labor market, labor migration and free movement of workers, labor law, social security, safety and health at work. He monitors and coordinates the activities of the Employment Agency and the Executive Agency General Labor Inspectorate.
He has many years of professional experience in the field of insurance. On September 19th, 2017, he was elected by the National Assembly as the Manager of the National Social Insurance Institute, a position he held until his election as acting Minister of Labor and Social Policy on April 9th, 2024.
