THE ADMINISTRATION CEASED THE EXCHANGE OF PAPER DOCUMENTS

31.10.2018

From 1 November 2018, the Bulgarian administration suspended the exchange of paper documents. More than 700 central, regional and municipal administrative structures are switching to fully electronic document flow among themselves. The measure foreseen in the legislation will lead to a six-fold increase in the efficiency of administrative exchanges. On an annual basis, more than 100 tons of paper are expected to be saved, significantly reducing the cost of purchasing paper, as well as printing supplies, courier services and more.

Towards the end of October this year 719 are the real participants in the Electronic Exchange System, through which the electronic document flow is carried out. This is the first comprehensive national measure to eliminate the paper administration, as well as one of the main measures to reduce the administrative burden for the citizens, the business, and the administration itself.

The electronic document exchange is secure and done in a controlled environment while the documents are secured with an electronic signature. This allows tracking the exact time of sending, receiving, and registering the document. This enhances the control of institutions both on the part of consumers and among the different branches of the administration.
